Lockwood, Andrews & Newnam, Inc. (LAN) is pleased to announce the appointment of Wayne Swafford, P.E., SE, as the new chief development officer for both LAN and LEO A DALY. In his newly created role, which takes effect in March, Swafford will focus on strategic growth initiatives that enhance profitability and strengthen LAN’s position in the civil engineering industry.
Swafford will focus on expanding LAN’s reach by onboarding new clients, introducing additional services, and exploring new geographies in support of LAN’s strategic plans. His new responsibilities will also center on improving the organization’s business and project management practices to boost production efficiency, deliver greater client value and achieve stronger financial results.

With more than three decades of experience in civil engineering, Swafford joined LAN in 2017 as executive vice president and was responsible for the direction and operation of the LAN brand. Before joining LAN, Swafford served as vice president of facility operations at the Kaiser Foundation Health Plan, where he was responsible for planning, design, construction and operation of facilities in 5 regions. Before that, he served AECOM Technology Corporation as senior vice president, overseeing the transportation infrastructure in the Midwest, Southeast and Eastern United States.
Swafford has a master degree in business administration from the University of Chicago, as well as bachelor and a master degrees in civil engineering from the University of Illinois at Urbana—Champaign (UIC).
Throughout his career, Swafford has demonstrated a strong commitment to advancing civil engineering by participating in professional organizations. From 2008 to 2016, he served on the alumni board of advisors for the University of Illinois Department of Civil and Environmental Engineering, contributing to the growth and development of the program. In 2014, he co-chaired the annual awards conference for the Construction Management Association of America, showcasing their leadership within the industry. Swafford advocated for consulting engineers as vice president and a member of the Board of Directors for the American Council of Engineering Companies of Illinois from 2004 to 2008. Additionally, Swafford has held key leadership positions with the American Society of Civil Engineers in Chicago, serving as chair of the Transportation Group and the Project Management Group. Swafford is currently President Elect for American Council of Engineering Companies of Texas.
